The RoHS directive (2011/65/EU) (or RoHS2.0), a restriction on the use of hazardous substances, has been applicable to certain types of electrical and electronic products since January 3, 2013. The transition period for industrial monitoring equipment will end in July 22, 2017, and this restriction directive will apply to this type of product on the market.
The RoHS directive 2011/65/EU limits the use of certain hazardous substances in the electronic and electrical equipment (EEE) on the market.
The EEE type covered by the RoHS directive:
1. large household appliances
2. small household appliances
3. information technology and telecommunications equipment
4. user equipment
5. lighting fixtures
6. power tools
7. toys, entertainment and sports equipment
8. medical equipment
9. monitoring and control instruments, including industrial monitoring and control equipment
10. automatic distribution equipment
11. other electronic and electrical equipment not covered by the above categories.
The restriction requirements were originally targeted at first -, 7 -, and Tenth - class EEE. RoHS [1] 220011/65/EU (RoHS) for the rest of the types of electronic and electrical equipment developed a corresponding transition period, the transition period after the end of the rest of the electronic and electrical equipment also need to meet the restriction requirements. Therefore, the scope of this directive in 2014 has increased the number of medical devices and monitoring equipment (not including industrial use), and since 2016, the market has included in vitro diagnostic medical devices on the market.
In July 1, 2011, the EU Directive on the use of hazardous substances in electronic and electrical equipment (EEE) (RoHS order 2011/65/EU) (ROHS2.0) was finally revised and published in the official EU gazette. The order came into effect on July 21, 2011. And from January 2, 2013 onwards. Since January 3, 2013, the original directive 2002/95/EC was repealed.
The scope of application is extended to industrial monitoring equipment
Starting in July 22, 2017, the RoHS2.0 directive will apply to industrial monitoring and control equipment, including cables and accessories used for maintenance, use, upgrades, functions, or capabilities.
The limiting substances in the homogeneous material listed in Appendix II of the RoHS2.0 directive and their maximum allowable concentration are as follows:

In addition to the above listed substances, directive annex II also contains 4 kinds of phthalic acid esters (two DEHP, BBP, DBP and DIBP), in which electrical and electronic equipment in some categories, will be from July 22, 2019 to limit the use of these four substances in electrical and electronic equipment and other categories, will be held on July 22, 2021 the restriction of the use of these four substances.
Exclusion and exemption
It is worth mentioning that restrictions require some applications to be exempted, and that these exemptions will expire at a given time point unless the application for exemption is extended and approved by the European commission.
In addition, certain types of electrical and electronic equipment were excluded from the scope of the RoHS directive, such as transportation, for non road mobile machinery for professional use of organic loading motor, large fixed device, or a device specially designed for the other one does not belong to the scope of this directive equipment parts. The detailed list can be found in the annexes III and IV of the directive.
CE sign
This Directive shall exercise compulsory obligations to manufacturers, authorized representatives, importers and distributors of electronic and electrical equipment within the scope of application. The correlation of the CE flag is also applicable. Among them, manufacturers design and manufacture electronic and electrical equipment must comply with the requirements of the RoHS directive, and formulate the required technical documents and EU compliance statement. They should implement production process control and inspection to ensure product compliance and mark CE.
It is important to note that the manufacturer's obligations apply to importers and distributors, especially when they sell electronic and electrical equipment to their markets under their own names or trademarks.
